\\ technological appropriation in digital terrestrial television in the Bolivarian Republic of Venezuela Venezuela

Venezuela is next to choose the standard that will serve as the basis for system DTT (DTT), which aims primarily to contribute significantly to the true democratization of information and social inclusion in our country.

The interdisciplinary areas and stresses inherent in this important project for Venezuela DTT, not only is the standard choice, but also in all matters concerning the implementation of the system itself (once elected Standard), this project makes a historic opportunity in the country to help boost the transfer \\ ownership technology in search of our sovereignty in telecommunications technology and other areas associated with the project.

The main purpose of the transfer \\ DTT technological appropriation in Venezuela, is the transfer, ownership and development of technology by increasing domestic production capacity of goods, services and productive innovation, as respect to DTT.

In this sense, then set the minimum requirements to be in transfer / technology appropriation by the meet promoters standard is selected.

1. Industrialization

Venezuela
• Installation of one or more factories / industries, construction and production of goods, services and innovation in the sector of DTT, which are not limited only to the assembly of equipment and products, but which conform to the vision and national expectations in research, development and innovation (R + D + I), both hardware and software and systems.

• As for the stages of research, development and innovation, requires the participation of the physical and temporal settings nature of these phases, ie, universities and research centers in Venezuela, you should incorporate this sectoral process equipment design, testing site (inside and outside Venezuela), among others.

2. Innovations and New Developments in Standard Chosen

• Incorporation Venezuela DTT system, innovations, upgrades and developments (including prototypes) which will eventually become the chosen standard of their promoters, as well as incorporating the standard of innovation and future developments are made in Venezuela on the same.

• Cooperation by the promoters of the chosen standard, technological resources that contribute to the development and / or implementation of innovations developed in Venezuela on DTT.

3. Training and Human Resource Training

• Start the process of education and training in a period not exceeding six (06) months after the standard chosen.

• The formation and training will be on technologies, techniques, systems, etc. ., DTT standard to be selected, and will consider various options in duration and types of training programs from specialized courses short duration (3 to 6 months) led teachers, researchers and professionals Venezuelans who already have a background in the subject, but require further their knowledge in a particular area or another specific project DTT for Venezuela, up to 4th level courses (master) and 5th level (doctorate).

• Education and training should include as physical scenarios: (a) the facilities Universities, Research and Development Centers and / or Business of the countries promoting the chosen standard, (b) Universities and Research Centers and Development of Venezuela, through Figure of training programs and training issued jointly by staff from the universities and / or companies of the countries promoting the chosen standard, and staff of universities Venezuela. The number of people to be trained and skilled both inside and outside of Venezuela will be determined according to the needs established by Venezuela.

• Profiles of education and training, will be established taking into account the proposals and experience of the Academic and Research Sector of Venezuela, transferred together with the experience of the Universities, Research Centers and Development and / or companies of the countries promoting the chosen standard.

• For proper implementation of the training plan and human resource training in DTT for Venezuela, will be established unambiguously what the Universities Research centers, etc., Involving from two (02) parties (promoters of selected standard and Venezuela) in the mentioned training plan and training.

• The education and training plan is established on DTT for Venezuela, can not be restricted solely to the presence in the country plants (not just assembly) equipment for DTT It should also cover various aspects of the proposed TDT for Venezuela, including application development, development content, effective strategies interaction of society with the TDT system, etc.

• The promoters of the selected standard should be committed to cooperating with technological resources for Universities and Research Centers Venezuela that will house the education and training programs, such as DTT postgraduate centers TDT professional training, etc.

4. Strategic Partnerships in Research and Development Direct

• It is necessary to Direct Strategic Alliances lines of research and development overall, between Universities / Bodies of the Venezuelan State to Universities / Companies in the countries selected standard promoters. This will under the guise of signing agreements of cooperation.

5. Center Building D + I + I DTT in Venezuela

• Developers of the standard should support human and technological resources, the creation and consolidation in Venezuela of a Centro I + D + I, which together with universities and other R + D + I of the country as the Red I + D + I National DTT.

6. Support the Development of Regulatory Framework

• The establishment of the Regulatory Framework of DTT in Venezuela, the promoters of the chosen standard, ensure the transfer of its experiences in respect to: (1) Decrease time development of our regulatory framework, (2) Capitalizing on best practices that countries have chosen standard promoters in terms of regulatory framework, (3) Clearing doubts and concerns that may arise in Venezuela us in establishing our own regulatory framework on DTT .

7. Tests support the Return Channel

• You must make sure the promoters of the chosen standard, its support to transfer and share your experiences / advice on the best practices of return channel, as well as tests carried out in Venezuela on the return channel.

8. Venezuela and Physical Setting Using Test

• The promoters of selected standard should ensure that Venezuela is physical setting for at least some of the evidence of use of innovations countries by promoting the standard. For example, if you develop an MPEG encoder -5, which Venezuela is one of the places where tests are conducted to test the functionality of it in various cities.

9. Joint Utilization Test Results

• Both parties, ie, the promoters of the chosen standard and Venezuela, should be compromise to share the results of laboratory measurements and field become the standard in order to produce scientific and technical literature in set, that includes, for example, development of propagation models, development of optimization techniques, among others.

10. Support for the Development of Middleware and Applications

• There must be commitment by the promoters of the chosen standard countries in technical support in the development of our middleware and our applications , whether the Middleware Venezuelan DTT system is a derivation of that in the chosen standard, that is developed entirely by us.

11. Support for the Implementation of the Supervision and Management in the DTT network

• The promoters of the selected standard to be committed to the transfer of its experiences in monitoring and managing networks of DTT broadcasting in general, thus optimizing the time used in Venezuela to reach that goal.

12. Support for Research and Development in other scientific and technological areas of the Nation

• In addition to the transfer \\ ownership on DTT for Venezuela, the promoters of the chosen standard must submit a specific proposal on the details of possible cooperation with Venezuela in research and development of other areas and Scientific and Technological Research of Argentina, especially in Telecommunications.

Final considerations

• The conditions for cooperation in appropriation \\ technology transfer, is so widely established detailed, specified and with the least degree of ambiguity, before signing any legal. Also, it should establish detailed schedules of activities that will lead to the realization of each of the commitments made with the developers of the standard is elected.
